James F. Owens is a chair of the Healthcare practice of Paul Hastings and is based in the firm’s Los Angeles office. Counsel to a variety of non-profit and forprofit healthcare businesses, his clients include large medical groups such as multi-facility health systems, freestanding hospitals, nonprofit medical foundations, health plans, and medical device companies. He focuses on transactions and regulatory advice, and he has practiced healthcare law for over 25 years. Mr. Owens has substantive experience in corporate and business law, healthcare, mergers, acquisitions and affiliations, managed care contracting, and healthcare joint ventures. He regularly counsels clients on compliance with state and federal healthcare fraud and abuse laws. He also is a leading practitioner in California on physician/hospital integration matters. Mr. Owens has provided ongoing representation of various community hospitals throughout the State of California with regard to various physician/hospital integration strategies. In particular, he has extensive experience working with hospitals and nonprofit medical foundation clinics in California on a variety of integrated delivery system (IDS) matters, including working with business consultants and stakeholders to identify the right integration strategy based upon the strategic goals of the organization and the relevant market conditions. Mr. Owens also has experience resolving disputes between medical practice foundations and the physician organizations with whom they contract.
